Dice are used in the gambling game "craps" (plus others). You can weight a die so that it lands in a certain way. That is where the expression comes from, I think.

Sorry, I still have trouble differentiating between "dice" and "die". Is the latter the pulral of the former ?

Dice is plural, die is singular.
However, many people in everyday speech use dice to mean both. It should usually be obvious by context what is meant.
