a verb to use with the word "rules"

What would you use with the word "rules". For example, would you use "keep track of the rules", "keep up with the rules", or "fulfill the rules".

Sometimes ignorance of grammar can make what people say or write incomprehensible. For example, I do wonder what Manuela could possibly have meant by that.

Break rules.
No rules.
Make a "No rule" rule.
