I learned that before "here" and "there", you do not use a preposition. Is this always the case? (e.g., "I'm going there" not "I'm going to there")

Unless you don't consider "from" a preposition. e.g. Are you from (around) here? From here to eternity.
I can't think of any other preposition that could go before it. "I'm going there" takes no prep.

the example you gave is correct though:
"I'm going there" not "I'm going to there") You never say that second one.

even I will never say : I'm going to there. But I have to go there, it's ok vn23.
