"Canadian Students"

"Canadian Students" mean:
1) Students who have Canadian citizenships. or
2) Foreign students who study in Canada. Or
3)Both

I say 1. I'd usually refer to foreign students who study anywhere as international students.

I'd also say 1 but I'd rather generalise it as "students who are Canadian". Can you be Canadian without Canadian citizenship? Can you have Canadian citizenship and not be Canadian? These are different questions; they're better avoided just by leaving the "citizenship" bit out.

Anyway let me make things a little more confusing. "English students" can refer to both students who are English and students who study the English language. It doesn't work for "Canadian students" because there is no language/dialect/subject simply called "Canadian" (except perhaps in colloquial speach but even here you wouldn't be said to be a "student of Canadian").
