Yes, it has that meaning, but it also has the slang meaning asking who is the person that better than you at something.

I got the Euro symbol on my '5'(not on the keypad, but on thenumbers on about the letters) key how do I apply the symbol to my text?

I tried to 'Shift' then '5' but it gives me the '%'symbol.

10€ -- Yeah, it's kind of a slang, between friends, kind of thing, usually said in jest. It's also usually rhetoric -- meaning you don't need to answer it. The person usually says it just to mean "Oh yeah, I'm good" whenever they beat you at something.
