Adam - I would say that if the majority of people in Cumbria describe themselves as Celtic, have their own identity, and wish to revive their "North Welsh" language they should protest to the Council of Europe. This has happened in Cornwall where Cornish is now an officially recognised European minority language and independent opinion polls show that the majority of residents would prefer some form of local self-government (an assembly).
