Actually, I'd say that English is closest to Scots (which is a separate language from Scottish English, and not at all closely related to Scottish Gaelic), the Frisian languages (the one that's most spoken today being West Frisian), and Low Saxon, in that order.

Yes I'd say the same. Scots is merely an Anglo-Saxon dialect which has somehow gained language status. In my opinion it's nothing more that a dialect for the most part because the language is so easily decipherable it's a joke!
