I know that you wanted links and I'm not sure what an "official" letter is, but Living Language Russian (I'm not recommending it for everyone) has a section in the back of the Basic course on formal, informal and e-mail correspondence in Russian.

new to computers?

1. Go to Google
2. Type in "Writing Russian Letters"
3. The second "hit" should look like this:
