Which foreign city has the best language environment of English where English speakers can feel rather free to communicate with others ?

Londres.

You're right again, greg. You know how to put things in a perspective.

Londres.

ARE THERE ANY ENGLISH SPEAKERS IN LONDRES THESE DAYS? ;-)

This does beg the question:

What do you mean by "foreign"?

Not a country in which English is spoken intranationally, I imagine.

I am referring to places where English is used as a means of communication amongst non-native speakers. This also pertains to international communities, for example, the scientific community.

Mumbai and Brussels.

How about Montreal, or have all the Anglophones been driven out already?

I suppose there's also San Antonio, or perhaps even Laredo.

I wish for the world to be more polycentric. The dominance and specially the occasional arrogance of Angloamericans is somewhat annoying. This is why I respect your stand for French.
I believe it is the same perspective, you tell me if it's true.
