Transcription of monophthongization of [aI]

Why is the monophthongized version of [aI], as used in the Southern U.S., often transcribed as [a:] when it is typically more front like [æ:]?

Semi-monophthongal form is [ae], but [a:] is the full monophthong.
A Southerner pronouncing ''time'' sounds like my pronunciation of the word ''Tom'' (with a central low unrounded vowel).

Very interesting. It could depend on where they are specifically from.
