What is the plural of the pronoun "who"?

It is also "who".

Regionally, you will also find "who all" (cf. "you all"/"y'all") as a variant plural, especially in the Southern US.

Is "who all" ever contracted as wh'all (and pronounced like "hall")?

I don't think so... I pretty much only say "who all."

I agree with Skippy, I've never heard it as anything but "who all"

however, were it ever to be contracted, it would probably be something along the lines of "wh'all" (pronounced like "hwall")

y'never know

I have "who all" as a plural for "who". Note that this "who all" takes singular agreement, so:

"who all is going?"

"who all remembers it?"
