Over and over again we pester native speakers with the “gerund or infinitive” question.
I hope you have enough patience left to answer – which pattern do you use and hear more?
1. Do you advise reading this story?
2. Do you advise to read this story?
3. He advised me waiting a little.
4. He advised me to wait a little.

lol this may be confusing... Only 1 and 4 work. I can't think of a hard and fast rule, but the syntax is slightly different:
1: [do you advise] [reading this story]
4: [he advised me] [to wait a little]
The first one has a direct object following the gerund while the second one only has an adverb following the infinitive.
Sorry that's not very helpful... That's the best I could come up with.

Do you advise that I read this story?

I would prefer the wording "Would you advise me to read this story?"
