It's time for drinking? or something else?
It's Miller time. Miller is a name. Miller is clearly a gimp.
Miller is a brand of beer in the United States. They had an advertising campaign where someone would ask "do you know what time it is?" and someone else would say "it's Miller time!" and they'd drink Miller. It's not very good, but it's one of the more popular cheap beers in the US.

Skippy has nailed it.
However, the expression has been taken one step further in colloquial American English; it implies "it's time to call it a day, lighten up and relax" (and drink a few Millers of course).

lol reading this made me think of a creepy old man that was a janitor at the high school I went to back in the day (O how time flies). He would walk around saying "when school's out, it's miller time", or "hey, it's miller time".
Ahh..those were the days.

Heh - I've never heard of such a usage of "Miller time" here in Milwaukee. Of course, then, anyone here who knows anything about beer knows that Miller is crap (no matter what the commercials in other parts of the US that talk about Miller being made in Milwaukee say).
What time is it in Milwaukee? I hope it isn't "Old Milwaukee" time.

In my opinion, American beer is the best (not Miller or Bud or Coors) but the microbrews like Shiner Bock and Gordon Biersch... Sierra Nevada, Abita... delicious...
In my opinion Italian beer is the best.

I'm glad you have time to take out of your bussy political life Mr. Berlusconi to answer questions about American beer. American beer does have a bad rap, but in some ways it deserves it. The Coors, Buds, Millers, and Old Mils are piss water. The microbrews are indeed the best and they can compare to anything that any other country can put out.

Belgian beer has a stronger flavor.
So is "it's miller time" used widely today or like Cahota said it's a old-time saying. I don't want everyone look at me strangely when I say"it's miller time."
There's rarely any situation in which you would use this phrase. It would seem forced if you're unfamiliar with the commercials (they're bound to be on youtube).
I understand it, but it sounds "lowbrew, uh, low brow"...
