Why didn't Spanish become an official language?

<<I am on vacation in upstate New York and had the pleasure of hearing FRENCH on two different radio stations today.>>

It's beginning to look like the reinvigorated French language will spread out from it's strongholds in Louisiana, Maine, and Upstate NY, and will soon sweep across much of the US in the decades ahead. Some of the younger posters here at Antimoon may see the day when English and Spanish are relegated to a few isolated pockets of diehards holed up in remote mountain hideouts. :)

Or, could it be that these radio stations were in Quebec?

FYI: When is the Philippines-Spanish Friendship Day?
June 30 of each year is celebrated in Philippines as the Philippines-Spanish Friendship Day.
I hope this will be ' una Amistad Duradera'.
Es decir,

In addition, Filipinos will always have the ‘Spanish’ in them: in their surnames; in words that enriched their language; in their food; in their arts; in the very name of their country.

Good for you. Hear and watch whatever you like.

The french is not a languague to the future in the arabic countries like Morocco. They don´t need the french to their relations between other arabic countries or the world, that speak english, spanish and chinese. The french only look so important because the french government spent a lot of money in publicity of his languague.

The spanish is a languague with a present in the Americas and with a future in the USA, the most important countrie in the world.

The spanish is a good economic (and culture, but economy is more important for me) opportunity to the Philipines.

"Why chavacano didn't become an offial language in Philipines and Tagalog did?"

Because the Chavacano dialects (which were more widespread throughout the Philippine islands than they are now) were considered bad Spanish, so it was absolutely out of the question for Chavacano to become official.

Tagalog was the language of Manila, the political, economic, and cultural capital of the Philippines during the Spanish era up to the present. It also had the richest literary tradition and was the language of the Revolution. The Tagalogs, therefore, had the power and influence to proclaim their language (renamed "Pilipino", and later, "Filipino") as the national language of the Philippines, even though the Visayans were the most populous ethnic group.

French in Maghreb, French is an administrative language and commonly used though not on an official basis in the Maghreb states, Mauritania, Algeria, Morocco and Tunisia. The French language was introduced in the region during the colonial era. The majority of the population in Maghreb speak either a Semitic Arabic vernacular (see; Maghrebi Arabic, Darija, Algerian Arabic, Moroccan Arabic, Tunisian Arabic) or a Berber language as native language. Classical Arabic, spoken natively by no one, is the official language of all the Maghreb states.

French serves as Morocco's primary language of commerce and economics. It is taught universally and still is widely used in education, media and government.

The spanish is a bad economic (and culture, but economy is more important for me) opportunity to the Philipines. the reason why the Philippines has bad economy just like the hispanic countries it's because of the Spanish culture.
