Can you use "How many times have you gone to that/this festival/church/film/country, etc?" in your variant of English?

You can use that in any variety of English. It's not a dialectical marker that I know of.

"Yes, I've gone there many times."

What's the difference in meaning here?

Since then I've gone to that festival every year.
Since then I've been to that festival every year.

I guess there's no difference.
