For English, wouldn't it be London?

If you're a learner, you'd need to pick which dialect to learn first, and then choose the city.

"English------New York "
- I'd rather say London

"Spanish-----Barcelona"
- Bilingual Barcelona is only second to purely Castillian Madrid

"German-----Berlin "
- In the future, certainly. But in the past decades Munich, Hamburg and Frankfort/Main were virtually as important as Berlin

"Italian-------Rome "
- In terms of universities, publishing activity, media, talents etc. Rome and Milan are on an equal footing.
It's a draw.
