Does big vocabulary mean good English

Often yes but not always. For example, some preachers, especially Black American preachers have been known to speak eloquent English using relatively small vocabularies. Some of Winston Churchill's popularity was also due to his ability to express things well in layman's language.

Or you could have a big vocabulary but no taste or grammar at all. You could spout big words at random and make no sense.

I think possessing of large vocabulary is better than small, especially for non-native Egnlish Speakers.
