what's that mean?

The sentence in which it's used is something like:
media consumption is second to work

It is actually be+"second to"+noun. It means that work has priority over media consumption.

Depending on context that "work" there may not be a verb. It could also be the noun "work." Could you maybe provide more of the text so it'll make sense in context?

BTW, the phrase "second to work" can have other meanings in different contexts.

For example...

"Bob is second to work."

This could mean "Bob is the second one to arrive at the place of his occupation." or perhaps Bob and some other people work in shifts and Bob's shift is second.
