It's lonely at the top of any organisation or any official/constitutional body because ultimately the buck stops with you....ultimate responsbility could instil a sense of having nobody to turn to in a moment of crisis. "You're the man!" is a common expression in the UK which means the same thing, basically. "You're on your tod" is another such expression here.

In theory it would seem that way, but probably not in practice because I imagine many people in such a position have some hapless guy to blame if anything goes pear shaped. Politicians are experts at this sort of activity....at least here in the UK but I would guess it's the same everywhere.

Often when you are in a management position you are encouraged to not become too friendly with your underlings, because it keeps you from making objective business decisions.

When you start lower in a position, you work so hard to get higher. Your work is devoted to getting to the "top". When you're finally at the top, you can't get any higher. The position you were working so hard for becomes filled - by yourself. At the top, you can't go any higher.
