How about: "Is President A [the] 5th president of [this] COUNTRY?

Use "was" instead of is, unless the country is currently only on its fifth president.

"Was Monroe the 5th president of the US?"

I think Rahul means "Whichth president of this country was President A?" ... Only, there is no such word as "whichth". You'd have to ask in a bit od a round about way like "Where did President A come in the sequence of presidents in this country?"
