That sentence would definitely use "all the time".
"All of the time" may not technically be wrong, but it would sound very stilted and unnatural in this sentence. Compare: "all the time" = 41,500,000 Google hits "all of the time" = 1,060,000 Google hits
I myself would actually tend towards "all of the time" over "all the time" in many contexts, particularly ones where it is being used to indicate things which are frequent, such as in this case. On the other hand, I strongly prefer "all the time" to refer to the sum of the time where something else applies rather than something being frequent. But that's me, and why, I don't know.
