As Guest said, the first sentence is correct, and the second sentence is incorrect.

Okay, I'll have a go at describing the rule. Basically, in a sentence like this, you take a question ("Who are you?"), and you use it as a noun phrase. When you do this, you have to change the word order of the question. Here are some examples:

Question: "Who are you?"
Question used as noun phrase: "I don't know <who you are>."

Question: "What do you do?"
Question used as noun phrase: "I'd like to know <what you do>."

Question: "Where is it?"
Question used as noun phrase: "He's going to tell me <where it is>."

Question: "When did it happen?"
Question used as noun phrase: "I asked her <when it happened>."
