Can the articles be omitted in the brieves?

I read a brief called "Madeline Mccan's blood in rental car?"

shouldn't it have been " A rental car? or The rental car?" or the articles can be omitted in the breves?

and do I use "The" in the right way in this post? or should it be "in a right way?"

I really hate the articles really, or should it be "articles" not "the articles"?

and now the article is "Missing Maddy's Parents Now Suspects"

I think in a grammatical way It should have been "Now Are Suspects" right?

I think these are examples of the "Telegraphic" style, where you omit the unnecessary words. You often see this in newspaper headlines.

Examples:

"Ferry sinks, 3600 dead" (A ferry sinks; 3600 people are dead.)

"Burglary suspect shot" (A burglary suspect was shot.)

"Flood losses worse than thought" (The flood losses are worse than thought.)

Here's a useful page on headlines:

Cleveland,

I have never seen "brieves" or "breves" for the plural of brief in American English.

Any opinions?

I don't know, Im not a native speaker don't ask me though... how should I address the plural of Brief?

The plural of "brief" /brif/ is "briefs" /brifs/. Mind you that "brief" really is not the right word here, though - in this context the right word is "headline".
