That's what my professor said in class. what does this mean? I can hand in any time without penalty.

I'm guessing what your professor means if you are able to hand in assignments late without penalty is that even if you turn in the paper late, it still needs to be turned in.
This means that every assignment should be handed in to the teacher regardless of how late it is.
A lot of students, especially in classes where the receive a failing grade for not presenting the assignment on time, assume that they do not have to turn in the assignment. This may be what your professor is referring to.
