Could you please tell me which pronunciation is really common?

b) [tu]
c) [tu:]

"To" is usually unstressed in a sentence, so the answer is [t..].
But I think it would benefit you if you answered the question yourself by listening to a recording in English (e.g. Shaggy Dog Stories).
