I've heard British speakers say this, but I'm not sure exactly what it means. Is it only used sarcastically?

I don't think it's only used sarcastically. It basically means "You/That/It/They/etc. have/has convinced me."

It's usually meant ironically though (but lightly and humorously).
It would be like if someone's defence in a trial was "I didn't do it!" (ie. that's all they said) and then they stood down, one juror might turn to another and say "Well, that's me convinced".
