How do you say: It is located IN the island, or ON the island?

I think it depends wether the island is big and a separate country.
On Easter Island, but maybe in Cuba?
Here in Norway we always discuss wether we should say ON or IN Iceland.

It is a small island, and it is part of a larger administrative division. So how should I say?

On.
But maybe "in" if we are speaking about a group of islands.

I threw in "of" because "in the island" turned up a lot of references such as "in The Island of Dr. Moreau" (a movie).
