Which uinversity is best for pursuing phonetic studies?

Which university or college is the best place for pursuing phonetic and phonological studies for a Phd degree ? By best, I mean it has excellent scholars and research conditions like top labs and plentiful funding.

Georgetown, MIT, and UC-Berkeley are probably the top three.
