Accent refers to the way in which people pronunce words and the rythm which with they speak them. Every language has its own pronunciation and rythm. Intonation refers to the register that a word has in a language as in the different tones of the word 'you" e.g "How are YOU?" vs "I'll call YOU tomorrow" vs "Only YOU can prevent forest fires."

English is a language where intonation counts a lot. However in many of the world's languages speakers would use an absoutive form or a flexional ending of some kind to indicate what we indicate by tone in English.
