Usually a passport will have the language of the majority on the passport ie. English. Spanish is placed on US passports due to it's growing Spanish speaking populations.

French is usually on passports due to historical reason as French was the traditional language by dipomats or representives to communicate in. French on passports are on the decline is usually replaced with English instead.

This isn't true. The reason Spanish and French are on US passports (and have been for a while, longer than the huge increase in Spanish speakers in the US) is because of the proximity of Americans to those speakers (and thus the likelihood that a customs official will speak French or Spanish).
