English in Europe

Hi,
Does anybody know which European country (Aside from British Isles) has the biggest number of English speakers or whose population is most knowledgeable about English?

I'm sure it has to be either the Netherlands or a Scandinavian country.
According to Wikipedia, which is by no means definitive:

Sweden = 89%
Netherlands = 87%
Denmark = 86%

No information about Denmark or Iceland but I'm sure they're up there as well.
Cyprus and Malta might have the most speakers but that's because they have been under British "control" at some point in the past.

Anyways, what's the verdict?

No, I meant... in proportion to the population.

In other words, it's the percentage that I'm interested in.

This thread seems to exist over in the English forum, too. Two threads are better than one, I suppose..

Neither is Greece.
Nor Belgium and Switzerland for that matter, although they both have sizeable Latin speaking communities

I recognize by this post that you are a fellow practicant of the fine art of trolling. Tell me, do you happen to know another forum where you can post everything you want as easily as you can in this one ?

I probably should have said "Latin/southern" countries, instead.

You could have said Australia , it's quite southern.

Perhaps I should have "Southern European" countries, although this thread is specifically about Europe.
