Gramatically speaking, yes, however it makes little sense.

It's another way of saying "Send the good movie to hell"

It's grammatically fine. However, as Guest noted, it makes little sense without any further context.

Yeah, your question is ambiguous. Do you want to say "This movie which everyone thinks is good is terrible" or "this movie is extremely good"? I assume you want to praise this movie, in which case you would say "Damn! that was a good movie". The "damn" part expresses the intensity of feeling, not that you want the movie and its director to go to hell!
