To be honest, it's not very good, but at least he can speak it. I've seen worse.

But seriously, this is about the level of the majority of the 2 billion or whatever foreign learners of English... Not very high. So English is not as powerful as some like to believe.

I actually understood his English better than one native speaker who posted his sample on the English side.

It's not awful, but he definitely has not spent much time in America or England with native speakers. It's difficult to gauge, however, if he actually speaks English, or if he just memorized a line his aides taught him.
