progressive tense

I 've heard that by adding can/could before the linking verb, the meaning of the verb 'll be changed to progressive.

Is it right ?!

I know that we can't make progressive tense with linking verb for example; I am seeing you is wrong !

I wanna know if I say :"I can see you" it means "I am seeing you" ?

''I can see you'' = I see you

''I feel fine'' = I'm feeling fine
