Good question

I know many languages but that doesn't mean I can speak them.
So there's a big difference between knowing and be able to do something.

If I know that there's light, electricity and sound waves - that still doesn't make me a physicist!

I think 99% of all people heard of at least a couple of foreign languages in their life but that means nothing about their ability to speak a language.
