"Knowing" a word?

What does a person mean when he/she talks about "knowing" a word?

It means that you are familiar with and understand the word.

That's a question you need to ask the person who said it. People can mean different things, maybe in the context of a language course it's up to the teacher to define "know a word" as a help to the learners who can then make a mental distinction between, say, 'recognise' and 'know'. But that doesn't stop here. Gosh.
