It is difficult to know what 'Swift Boat' means with out knowing the context in which the expression is used.

Is 'Swift' a make of boat?

Is the boat - fast?

etc

You need to give the context. Where did you see this term? How about a sentence or two from the original source. What was being discussed when the term was mentioned.

Something to give context.

The term refers to a type of military boat that was used in Vietnam, but it can be used (pejoratively) as a verb, "to swiftboat", in a political context - as you can read here ( http://en.wikipedia.org/wiki/Swiftboating ). It refers to a dishonest ad hominem attack.
