Which country is good for learning languages, which is not?

In which country, you can learn so many languages?
For example, in Luxembourg, you can learn at least 3.

In which country, you can't learn so many languages?
For example, in Japan, you can learn Japanese and poor English.
In USA, you only can be proud of learning only one - English.

I can say in Europe, you can learn so many languages.

But in Asia, 2 foreign languages should be good enough for you.
Poor education, poor investment , poor economics as my place(Taiwan)
If you learn european languages except English, perhaps you will unemployeed(We don't have enough European investment here), but if you learn Japanese or Korean, you will have bright future.
Most companies need Japanese language and Korean soap operas are getting popular here.

In the USA you can learn Spanish pretty damn well, there are lots of Spanish channels, or you could just move to Florida.

With 10 good teachers I can learn 10 good languages also in Japan.
