It means "yes" with a lot of emphasis.

As James notes, anything like "Hell(s) yeah!" or "Hell(s) yes!" is just a way of saying yes with strong emphasis.

"heavens yes" works, but it doesn't sound as cool as "Hells YEAH."

Because, as Petrarca describes in The Divine Comedy; paradise is boring and dull, while hell is populated with everybody that matters; Homer, Ovid, Avicenna, alchemists, heretics, Jovial Friars (lol); it is the place to be.

No, but the vulgar expletive 'fuck' can be used with either yes or no to add emphasis.
