Tan solo es jerga costaricense con uno que parece que está bien mamado (borracho)
It's not even Costa Rican Spanish, but a kind of slang spoken by low class people. It contains special jargoon not understandable by common Spanish speakers but nothing else.
Everyone can understand it, although they used a lot of Costa Rican slang with a Colombian accent.
Guaguaron, Costa Rican accent is very similar to Bogotá accent.
The main differences are the pronunciation of RR and the use of "voseo" in CR.
Costa Rican pronounce the R sometimes like this: instead of comer, they would say comersh or comerch. The S also different.
