Can I safely assume that they both have the same meaning?

No. They refer to the same concept, but "resolute" is an adjective, "resolve" is a noun. I would think that these facts could be easily acquired through a dictionary.

True. But when you fire such a query and obtain the answer(s) to it, that reinforces the faint meaning already existing in your head and even better yet, get further elaborate examples like Achab's. Furthermore, sometimes, you'll have somebody even give you a little bit of background history surrounding the term(s) in question and in this case for example, why them two terms refer to the same concept and also share the first few letters (resol-). That way you could learn if a correlation exists or not.
