does it mean ,she tried to make a forgery passport for herself with the help of another person again and again ,just wanted to make it look like a real one ,and prove that she was over 18? so the six passport was a common property between her and the counterfeiter?

"sixth form"

The different 'School Years' are called 'Forms'.

The First Year is called the 'First Form'

The Second Year the 'Second Form' etc.

The First Former's are aged between eleven and twelve.

The Fifth Former's are aged between fifteen and sixteen.

At sixteen the pupils take 'O' level exams. If they pass, they will enter the 'Sixth Form' where they will study 'A' level exams.

The Sixth Formers are allowed a lot more freedom than the other children in the School. They may be made Prefects, and they may be given their own 'Common Room'.

There is often an Upper Sixth and a Lower Sixth.

I do not know what it means by 'Sixth Form Common Property'. But I suspect that it means something that was shared by groups of Sixth Formers.

The children in the sixth form would be aged between sixteen and eighteen, with young people retaking exams being nineteen. This is the sort of age in which children might be encourage to use fake ID (a fake Passport) to prove that they are over eighteen and eligible to buy alcohol, tobacco, bet in betting shops, and go to nightclubs etc.

Yes, strictly speaking you have to be over eighteen to get a tatoo.

Are you trying to say she wanted the tattoo on the left-hand side of her back, or on the back of her left hand?

"Common property" is something owned by a group of people, which can be used by any one of them. So all of the students in the sixth form could use the passport in question if they wanted to or needed it.
