is or has?

"The situation's improved." Has the situation improved or is the situation improved? What's correct English? The sentence I heard Pres. Bush saying was, if I remember it correctly: The situation's improved, but not relaxed, it's still strained.

In this case, he meant 'has'.

I interpret that sentence as "The situation has improved."
