If you had to give an explanation of that structure, would you look at it stylistically, or grammatically?

"Never ever" is simply an intensifier. It's not wrong in any way, it just makes the concept of "never" more emphatic. So it has both grammatical and stylistic aspects.

It's just a colloquial expression, an idiom, a set phrase.
