Why does the first example passivize easily but the second does not?

Most men like girls.
Girls are liked by most men.

Dave likes girls.
?Girls are liked by Dave.

It's a question of focus, in the second phrase Dave, a proper noun should be the focus of your sentence and therefore should be anteposed to the verb.

Like this, Thaumasnot?

Girls by Dave are liked.
Girls are by Dave liked.
