Yeah, it's like saying you have a crush, it could be more sexual, but there's a little more ambiguity with having "the hots."

This is similar to saying that two people "hooked up." It's rather ambiguous. If you say two people "made out" then they mostly just kissed, whereas if they "had sex" then they had sex, where "hooked up" could be either of the two and anything in between.
