Is this correct?

"The NSA study will be performed in full on the rest on the facilities by 2015"

"Performed in full", is that grammatically correct? Any suggestions as to how the sentence could be improved, if need be?

Just don't care. If it was incorrect, it wouldn't make your English look any better. If it was correct, you wouldn't be able get that collocation into your active vocabulary and use it fluently. Just do not care.

If you are so interested in grammar, learn what makes a clause complete.

Could you use "completed" instead of "performed in full" here?

Also looks OK to me (except for the 2nd "on", as mentioned earlier) -- I don't think "performed in full" would cause all that many raised eyebrows around here, or draw attention to itself.
