None of dictionaries can give an appropriate explanation for 'tote' in this context: 'Liquid Foam Concentrate is typically packaged in 5 gallon pails, 55 gallon drums and 250 gallon totes.'

Here 'tote' means a "container" or "storage tank" that it's transportable, fit for transport or lends itself to being easily moved around
