Teaching of French in the Philippines

THE FRENCH LANGUAGE IN THE PHILIPPINES

- Higher studies: French is the most popular European language taught in the country (in courses such as European Studies, International Studies, HRM, Tourism, etc.)
- Public high schools: The Memorandum of Agreement (MOA) signed on September 28, 2009 sealed the cooperation between the Department of Education and the French Embassy to the Philippines concerning a French language pilot program. The first step is to introduce French classes in 13 science high schools from NCR and Region VII beginning in June 2010. 21 English teachers from these pilot schools have been training since May 2009 in the Alliance française cultural centers, with the support of the Cultural Section (SCAC) of this embassy. This project aims to increase the number of Filipino students who go abroad for university-level studies in science or other technical subjects. A high school background in French would encourage these students to pursue their studies in France.
- Private high schools: French is taught in these institutions but there are no reliable figures.
- Two Alliance française cultural centers in Manila and Cebu.

PRIORITIES IN 2010

- Support further training of teachers who are for the most part mostly trained by the Department of European Languages of the University of the Philippines Diliman (UP) (around 200 students taking up either Bachelor of Arts major in French or Master of Arts in French). There is a huge lack of language teachers in the country. The partnership between UP and Paris III Université de la Sorbonne Nouvelle, which proposes on-line diplomas in the field of French as a Foreign language is a great help in tackling this issue. The French Embassy is working in close cooperation with the Association des Professeurs de français aux Philippines (APFP) to organize training and French teacher forums. As French teachers are the essential links in the Embassy’s program of linguistic cooperation, the SCAC is working on the creation of a network in Metro Manila, as well as in the provinces of Cebu, Bacolod, Iloilo, Dumaguete, Baguio, Cagayan de Oro, and Davao, in order to share and enhance language training, teaching methods, and curriculum. There are around 200 teachers currently teach French in the country, and there are also two language professor trainees of French nationality who are working in our partner universities.
- Increase the number of students of French, in close cooperation with the Alliance française centers : organizing activities around the "Day of the Francophonie”, as well as with the other European and French-speaking embassies and cultural centers in the Philippines.
