Can you learn a resonably phonetic language without audio?

Once the different spelling rules have been learned, French is one of the most phonetic languages you can find.

And where you do prefer "´" you can also use "`" without much trouble. Eg: perchè and perché.

This is not true, the correct spelling is perché because the vowel is closed. But many Italians are bad spellers so they might spell it in the wrong way, just like many English people write ''should of'' instead of correct ''should have''

Ah OK. That's the reason there. It's really confusing for people who want to learn to write it properly, because interestingly when I google perchè and perché, both forms have around 81 million occurrences.
